The meeting was called to order by President John Skelton at 11:30 AM in the Deschutes Room at the Riverhouse Resort in Bend, Oregon. The following officers and members were present:

ACTION ITEMS:
Tom Muller moved and Jim Howell seconded that Middle School Directors be registered and present at all conferences where they have a Middle School Honor Group participant(s). The motion passed.
Tina Scott moved and Anne Cochenour seconded that OMEA adopt the MENC policy (pg. 6, item 6 in the MENC Policy Book), "The Board established as policy of MENC that the Copyright Law shall be observed and that improper and unauthorized use of music and other printed materials protected under that law shall be prohibited in all conference activities." The motion passed.
Tina Scott moved and Toni Skelton seconded that OMEA adopt the MENC policy on recordings (pg. 10, item 24 in the MENC Policy Book), with the substitution of the word "May" for the word "Will" in the second sentence. "It is the policy of MENC that no commercial recording of music at MENC conventions will be permitted unless a mechanical license has been or will be secured. It is further policy that MENC may offer its members recordings of sessions at MENC conventions by contracting with a competent recording firm who shall act as MENC's agent in all transactions at conventions and for subsequent orders." The motion passed.
Michael Burch-Pesses moved and Doug Anderson seconded that the board approve the 2000-01 budget as amended. The motion passed.
Corrections of the Minutes of the May 22, 2000 OMEA Board of Control meeting are as follows:
Page 2, second paragraph, under Reports, third sentence should read "Six people attended from Oregon and she hopes more will attend in 2001 in Nashville."
Page 4, third paragraph under Standing Committee Reports, 4th sentence should read, "Also, this year there are 60 Tri-M members in Oregon..."
The minutes were approved with these corrections.
REPORTS:
President John Skelton welcomed the Board to the meeting and thanked everyone for serving on the Board. He asked the Chairs to try to highlight what is important to the Board when they present their reports and encouraged everyone to read the other information in the reports.
John Skelton stressed the importance of communication and stated that if you haven't been receiving e-mail from himself or Mark Jones, please get your e-mail address to both of them so that you will begin to receive e-mail.
John Skelton asked the board to notice the MENC Constitution and Bylaws and Policy Book in our notebooks. He suggested that we glean from OMEA records our policies and put together a policy handbook for OMEA. How can we best do this? See John with suggestions.
John Skelton asked the Chairs to consider submitting their reports prior to meetings for advanced study. He also requested that Action Items and items for the January meeting agenda be submitted to him by mid-December for advanced study.
John Skelton announced that there are currently two open Board positions. The first is the Multi-Cultural Chair. He suggested we need someone to showcase Oregon culture starting with Native Oregon Culture and then adding other cultures found in Oregon. Please have interested people contact John or let him know of anyone you think could fill this position. The second open Board position is the Collegiate MENC Student Representative. John asks for Collegiate Chapter Advisors to recommend someone for this position. Get the names to John.
John Skelton suggested that OMEA needs a census of the status of music education in Oregon. We need to know the number of schools with and without music teachers. He suggested we take aggressive action towards getting this information. First, we must decided what we need to know and, second, how do we get this information.
John Skelton expressed his concern about ethics and Oregon Music Teachers. We can't afford to lose any more gifted music teachers. He suggested that we define a standard of ethics. In addition, John asked us to support the two national policies on copyright by destroying any illegal copies in our files.
John Skelton announced that a summit will be held in November with OSAA and asked all Leagues/Districts to send their Festival/Contest organizer or another representative to this meeting. The goal is to set up a system for more consistency from district to district in festivals and contests. Please get names of your Festival/Contest organizer or a representative to John.
John Skelton stated a concern over General Music in Oregon. How do we better serve our General Music Teachers?

First Vice President Jim Howell will be in charge of the 2002 OMEA conference in Eugene. He is already confirming presenters and requests our help in suggestions for a keynote speaker, improvements over past years, and proposals for sessions/clinicians. See the First Vice President's Report #2 for further information.
Second Vice President Dick Elliott stated that the State Solo Contest will be starting the college rotation this year. He requested all material from the Districts Solo/Ensemble contests be post-marked by March 16, 2001. Dick also asked us to send to him suggestions of names for adjudicators and ideas for shortening the State Solo contest day to 9:00-5:00. Further information is in the Second Vice President's Report #3.
Past President Debbie Glaze will be acting as the liaison between OMEA and Dave Becker for the OAAE conference in January, 2001. There will be three specific, different days at this conference. Friday is the Integrated Arts Day, Saturday is Association (OMEA) day, and Sunday is the Middle School Emphasis day. Single day registration is available.
Debbie Glaze announced that the Dallas Brass and Robert Duke will be highlights at the MENC Northwest Conference in February. Further information is in the Past President's Report #4.
Web Service provider Elise McIntosh asked district chairs to submit accurate, current information to her regarding contests, festivals, etc. She reports that the OMEA web site receives about 200 hits each week. Important information can be found in the OMEA Web Site Report #5. On the back page of this report is a proposed format for reporting district minutes. Elise requests that we make sure communication is professional and makes sense and is formatted. Send reports to Elise as a word document or text in an attachment.
Elise McIntosh announced that the images of the OMEA logo are on the Internet, but if you would like a print-quality copy, please contact her.
Executive Manager Mark Jones announced that the current edition of the "Oregon Music Educator" is at the printers. The number of articles and ads has grown since last fall's issue. To submit information to Mark for the journal, please put it in the body of an e-mail to Mark, not as an attachment, and then mail a follow-up hard copy so Mark can copy the format. See report #6.
John Skelton thanked Mark Jones for the great job he has done on the "Oregon Music Educator".
Mark Jones presented Report #7 for Bob Ponto. The newest edition of the directory is now in the process of completion and should be out before February. See Report #7 for important information regarding the directory.
Active Membership Chair Scott Taylor asked district leaders to contact new, first year teachers in their district and encourage them to join MENC. First year teachers receive 1/2 price MENC memberships. He also stated that Debbie Glaze or Mark Jones can give District Chairs, Group Chairs and contest/festival organizers the password to enable them to gain access to membership information from the MENC Managers web page. See Report #8 for further information.
Associate Membership Report #9.
Retired Membership Chair Jane Forvilly requested information for the newsletter for retired Oregon Music Educators. See report #10.
Terry Ostergaard was introduced as the new OMEA Historian. He requested historic information from our own districts/schools. What is the background/history of music teachers? What influence did they have on the community? He wants to honor those who helped establish what we are today. Further information is in Report #11.

Research Chair Randy Moore recommended the creation of "Future Music Teachers of America Honor Ensembles". Further information is in Report #14. John Skelton said that he would take the idea/information to the NW meeting.
Education Reform Chair Tina Scott submitted report #15 in which she lists some recent developments in Oregon's Education Reform.
Richard Greiner mentioned that a National Certification Program is available. The cost is $2000.00 to complete this program. He expressed his concern regarding this certification and suggested that OMEA should take a stand on this issue. John Skelton stated that we may want to review this further.
Debbie Glaze announced that she and Mark Jones have developed Professional Development Certificates (PDUs) which will be retroactive from last year for members who attended the three board meetings and for those who attended the OMEA conference. Contact Debbie Glaze for the certificate.
Advocacy/Political Action Chair Richard Long requested the OMEA Advocacy/Political Action Questionnaire be completed and given to him. He would also like success stories he can share. See report #16 for further information.
John Skelton announced that he took some action in the name of OMEA by signing OMEA to the list of organizations opposing Ballot Measure #95. The list was sponsored by Citizens Against Ballot Measure 95.
John Skelton had the board divide into 5 focus groups to discuss the following questions:
- Why join OMEA?
- What are the benefits of membership?
- Why do some choose not to be members?
Information from each of the focus groups was turned into John following discussion.
Mark Jones announced that we can get OMEA letterhead and envelops from him.
Band Chair Patrick Vandehey announced that band sessions at the OAAE conference include Jeff King, John O'Reilly ("Accent on Achievement"), an OBDA workshop, and a session for band directors who are teaching choir. There was no written report.
Choir Chair Carol Young announced that the OMEA/ACDA recommended literature list is on the web site. OSAA is keeping the current Oregon Recommended Literature list and adding the Texas list. More information can be found in Report #18.
Orchestra Chair Anne Cochenour reported that there is not yet an orchestra director for the OAAE Honor Orchestra. She asked for suggestions. Further information is in report #19.
Elementary Chair Wanda Eddy is new to this position. There is no written report.
General Music Chair Richard Greiner would like to know the number of general music classes and teachers in the middle and high school levels. Should he try to address their needs or focus on the elementary level? Debbie Glaze suggested that Richard focus on the elementary level so we make sure to find and support them.
College Chair Michael Burch-Pesses submitted a list of contact names from last year for the college chapters. He'd like to know what the Board would like to see the collegiate chairs do and what can the Board do for the collegiate chairs. Information is in report #47.
Jazz Chair Suzie Jones submitted Jazz Chair Report #23.
Larry Graves from Central Oregon Music was a guest speaker. His goal was to "incite discussion" between music educators and those in the music industry. He spoke of the perspectives from those in the music industry. Larry distributed a list of sources of information and research available through the NAMM web site (www.namm.com). See the "Where to get Info" hand-out.
John Skelton presented the OSAA Liaison report (no written report). OSAA is not in support of the OMEA proposal to expand the State Band Championships by adding an extra day and splitting the 1A/2A and 3A divisions into separate days. Instead, OSAA has asked OMEA to come up with a formula to limit small schools to a 20 band quota system much like the 4A State Choir Championships has done. Those interested in discussing this should inform John Skelton.
OSAA State Choir Championship Chair Doug Anderson stated that report #41 contained the notes from the post-contest meeting with Mike Wallmark. He asked that we pay particular attention to item #13, the parent handout.
Dave Becker reported for State Band Championship Chair Chuck Bolton. He is concerned about the possible 1A/2A and 3A quota at the State Band Championships. Dave also stated that District Chairs should be aware of the action item passed at the May 22, 2000 OMEA Board Meeting because this may be passed by OSAA. Districts/Leagues need to align with the OMEA supported proposal that states "Winners of league contests with two or more I or I- ratings be the only automatic qualifiers for the 4A Band Division. If a League doesn't have a festival, then OSAA will designate a district festival as a 'league' festival."
OAAE Chair Dave Becker stated that the January 2001 conference is coming together. A draft of the conference from OAAE can be found in report #43. The schedule will be finalized by October 17, 2000. A mailing should be sent out about mid-November.

OLD BUSINESS:
John Skelton announced that we need someone to head the Task Force on Awards. It doesn't need to be someone on the Board, but it makes communication easier if the person is so. Nominations for Administrators are needed by Dec. 1. John will post more information in the Metronome and on the web site.
NEW BUSINESS:
Ken Steiger, an OEA Uniserve Consultant, was a guest speaker. He spoke about how to get things done to strategically protect and promote programs. He also reviewed several upcoming ballot measures and their effects on education. See the "Vote Smart" pamphlet for further information.
John Skelton proposed that OMEA adopt two policies from the MENC Policy Book regarding copyright and recording (See Action Items). Both proposals passed.
Mark Jones and Debbie Glaze presented an update on the Long-Range Planning Focus Groups (Report #44). If you would like to serve on or know of someone who would have good input for one of the 4 remaining focus groups, contact Mark Jones.
Past Treasurer Jim Howell presented report #45, the budget proposal. Profit from the 2000 OMEA conference was $65,000.00. Changes in the proposed budget include:
Increase the "Alliance For Arts" category under expenses 2000-01 from $0.00 to $2000.00.
Add $600.00 to fund the Retired Member Newsletter.
Change the Executive Manager/Editor category to $28,100.00.
Add $500.00 to Software Updates.
At 9:00 PM, Jim Howell moved and Terry Ostergaard seconded that the meeting continue beyond the set 9:00 PM ending time in order to complete the business. The motion passed.
The motion to approve the budget as amended (see action items) passed.
Jim Howell presented the "Oregon Music Educators Association Review Report" document. This is a biannual review of the OMEA finances. It is much like an audit, but less expensive. The accounting firm looks for internal
constancy in our financial records.
John Skelton thanked Jim Howell for serving as treasurer and for cleaning up our accounting.
